על אף האמור בתקנות אלה, הדין וחשבון השנתי של רשות ציבורית לא יכלול מידע שאין לפרסמו לפי סעיף 9(א) לחוק, ואין חובה לכלול בו מידע שאין הרשות הציבורית חייבת למסור לפי סעיף 9(ב) לחוק; סייג זה יצוין בדין וחשבון השנתי.
