3. מתן היתר הקמה
לא יתן המנהל היתר הקמה אלא לאחר שהוגשו לו תכנית ומיפרטים של מפעל הפסדים המתוכנן והוא אישר, לאחר התייעצות במנהל שירותי הרפואה, את התכנית וכן שהמקום המיועד להקמת מפעל הפסדים מתאים ליעודו.
