תיקון: תש״ח
לא יתנו שר הבטחון או מפקד צבאי צו לפי החלק הזה בגין אדם כל־שהוא, אלא־אם־כן סבורים שר הבטחון או המפקד הצבאי, הכול לפי העניין כי נחוץ או מועיל ליתן את הצו לשם הבטחת שלומו של הציבור, הגנתה של ישראל, קיומו של הסדר הציבורי או דיכויים של התקוממות, מרד או מהומה.
