כל חבר לחילות הממשלה וכל חבר לחיל־משטרה רשאים לעצור ולחפש כל אדם שיש להם טעם לחשוד בו שהוא משתמש בכל חפץ, או נושא כל חפץ, הצפוי לתפיסה לפי תקנה 74, או כל בעל־חיים, שהוא עשוי לחשוד בו שנמצא עליו כל חפץ כזה.
