ספק שירות ראשי או עצמאי יעמיד לרשות הציבור מוקד שירות שאליו ניתן יהיה להתקשר ולקבל מידע והסברים על שירותיו הוא ועל שירותי ספקי השירות המשניים הנותנים שירות באמצעותו, וכן למסור תלונות על שירותים; מוקד שירות כאמור יהיה מאוייש בכל שעות מתן השירות.
