על השר למנות נשים לממונות בעלות סמכות הכרעה ולממונות בלא סמכות הכרעה, באופן שיאפשר ייצוג הולם לנשים בניהול מועצות דתיות ובהתחשב בין השאר במספר המועמדות הקיימות במאגר.
