13. סקר פערים
(א)בקשה להיתר תכלול סקר שיציג ניתוח של הפערים הקיימים במקור הפליטה בהשוואה לטכניקות המיטביות הזמינות, כפי שמובאות במסמכי הייחוס לטכניקה המיטבית (להלן – סקר פערים).
(ב)סקר הפערים יתייחס, בין השאר, למדיניות ניהול סביבתי, התייעלות אנרגטית טכנולוגיות טיפול והפחתה, נהלים ותחזוקה, טיפול בתקלות ובאירועים חריגים, דיגום וניטור סביבתי ודיווח.
