7. בקשה בשלבים
(א)מגיש בקשה להיתר המבקש להגישה בשלבים, יפנה לממונה טרם הגשתה, יפרט את השלבים שבהם הוא מבקש להגיש את הבקשה, ינמק את בקשתו ויצרף לה מסמכים לשם אימות הפרטים בבקשה.
(ב)הממונה רשאי לדחות את הבקשה או לאשרה וכן לקבוע את הפרטים והמסמכים שעל מגיש הבקשה לכלול בכל אחד משלבי הבקשה ואת המועדים להגשתם.
