4. הוצאת שטרי התחייבות
שר האוצר מורשה בזה, בהתאם לסימן ג׳ סעיף 5 של אמנת הקרן וסימן ה׳ סעיף 12 של אמנת הבנק, להוציא בשם המדינה שטרי חוב שאינם ניתנים להעברה, או שטרי התחייבות בדומה לכך, שלא ישאו ריבית ויהיו משתלמים עם הדרישה בערכם הנקוב.
