יושב ראש ועדת המשנה או מי שיתבקש על ידו ירשום את פרוטוקול דיוניה ויערוך בכתב את חוות דעתה של ועדת המשנה באופן ששיקוליה של הוועדה יפורטו באותה חוות דעת; הפירוט יכול להיעשות על ידי הפניה למסמך אחר.
