14. גומות וכו׳
(1)כל הגומות, המחילות בקרקע פרטית, לצדי דרכים או מסלות ברזל, או שאר חפירות המכילות מים, בין בעונות הגשמים ובין בכל זמן אחר, צריכים להיסתם ע״י בעליהם או ע״י אדם אחר האחראי להם.
(2)בחפירות ליסודות בנינים ההולכים ונבנים, הרי בעל הקרקע או, כשאין בעל הקרקע ידוע, המחזיק בקרקע, החופר בה או שבפקודתו נעשית החפירה, חייב לנקוט בפעולות שיש בהן כדי למנוע התרבות יתושים כדי הנחת דעתו של המנהל.
