21. מנוי ממלא מקום
תיקון: תש״ח
(1)בהתפנות משרת האפטרירך, יתכנס הסינוד הקדוש לישיבה ויבחר אדם הממזג באישיותו את ההכשרות הדתיות הדרושות מבין (א) המטרופוליטנים האורתודוכסים ו־(ב) ההגמונים – בכוח בירושלים, לשמש כממלא מקום האפטרירך.
(2)את תוצאת הבחירה הזאת יש להודיע מיד לשר הדתות, ובהתקבל האשור הפורמלי משר הדתות [במקור: ממזכיר הממלכה] ישמש הנבחר בתואר, בזכויות ובתפקידים של ממלא מקום.
