36. פטור מתחולת התקנות
הרשות רשאית לפטור בהיתר בכתב, באופן כללי או למקרה מסויים, מתחולת כל תקנה מתקנות פרק זה, ולקבוע בו תנאים, לבטלו או לשנות תנאיו.
