תחילתן של תקנות אלה ביום פרסומן אך לגבי חבר המועצה שחבר במועצה ביום פרסומן – הן יחולו החל ביום שהשתתף בישיבות המועצה, ולגבי מי שהוא יושב ראש המועצה ביום פרסומן – החל ביום שבו החל למלא תפקידו כיושב ראש המועצה.
