Section 2 of כללי הרשות השניה לטלוויזיה ולרדיו (שידורי תכניות רדיו בידי בעל זיכיון), התשנ״ט–1999, אופי המישדרים.
2. אופי המישדרים
(א)בעל זיכיון ישדר תכניות תוך מתן ביטוי למרקם החברתי והתרבותי שבאזור זיכיונו ולהיבטים המקומיים והאזוריים.
(ב)בעל זיכיון אשר יאפיין את שידוריו, יכוונם לקהל היעד באזור זיכיונו, וישלב במשדריו מגוון רחב ככל האפשר של סוגי תכניות בתחום האפיון כגון: חדשות, מידע וכדומה.
(ג)בעל זיכיון יקפיד על איכות נאותה של המישדרים וייתן הזדמנות ביטוי נאותה לקהל מאזיניו.
