אין בהוראות תקנות אלה כדי לגרוע מסמכותו של נותן אישור לקבוע בתנאים ברישיון עסק לפי חוק רישוי עסקים, ערכי הגבה מחמירים לענין שפכים המוזרמים ממפעל, במקרים מיוחדים שבהם שוכנע כי הדבר דרוש לשם מניעת זיהום מקורות מים.
