אם יש צורך להביא לארץ פועלים בלתי מקצועיים לשם כל עבודה במסלות הברזל, יכול המנהל הכללי, בקבלו תחילה את אישור שר התחבורה, להכניס לארץ פועלים כאלה, להתיר תשלום שכר בעד מספר הימים שיקבלו הפועלים האלה בנסיעתם למקום העבודה וחזרה.
