המנהל הכללי רשאי ליתן תעודות שרות בטופס הקבוע לפקידים עם עזבם את השרות: בתנאי כי פקיד שכהן במשרה שאין למנהל הכללי סמכות המנוי עליה אין נותנין לו תעודה כזאת, אלא לאחר שתחתם גם ע״י שר התחבורה [במקור: המזכיר הראשי].
