יכול המנהל הכללי להקנות למנהל החשבונות הראשי את הסמכות לטפל בכל שאלה הנוגעת לפירוש התעריף כשכרוך בכך סכום לא יותר מלירה אחת, או כשאין חלוקי דעות בין מנהל החשבונות הראשי ובין המפקח על המסלה.
