1. הקמת אשכול רשויות מקומיות
מוקם בזה איגוד ערים מסוג אשכול רשויות מקומיות שייקרא ”אשכול רשויות המפרץ“ (להלן – האשכול), כדי לעודד פיתוח אזורי וקידום שיתופי פעולה בנושאים שונים בין הרשויות המקומיות החברות בו, שתחומו הוא שטח שיפוטן של הרשויות המקומיות שבתוספת.
