23. כוחו של הרוב
(א)כל דבר שעשייתו מוטלת לפי תחיקת בטחון או מכוחה על מספר בני־אדם שהם יותר משניים – עשייתו כשורה אם נעשתה בידי רובם; והוא כשאין הוראה מפורשת אחרת.
(ב)האמור בסעיף קטן (א) אינו גורע מחובתו, מחבותו או מאחריותו של אדם לפי תחיקת בטחון או מכוחה.
