17. סמכות כללית
במידה שלא נקבעו בכללים אלה, תקבע הועדה את סדרי דיוניה, אם דרך כלל ואם לענין פלוני; המנהל, המנהל הכללי של משרד הבריאות ורופא בודק ינהגו בענינים המסורים להם לפי כללים אלה ככל שיראו לנכון ולצודק לפי הנסיבות.
