2. הקמת מינהל אזרחי
מוקם בזה מינהל אזרחי באזור. המינהל האזרחי ינהל את העניינים האזרחיים באזור, בהתאם להוראות צו זה, לרווחתה ולטובתה של האוכלוסיה ולשם הספקת השירותים הציבוריים והפעלתם, ובהתחשב בצורך לקיים מינהל תקין וסדר ציבורי באזור.
