המנהל רשאי לתמוך ברכישות של נפט גולמי או מוצרי נפט שעשתה חברת נפט במסגרת המקטע החוזי, בסכום קבוע לכל טון של נפט גולמי או מוצרי נפט שיובאו לצורך צריכה בישראל ממקור מוגדר.
