2. הסמכה
הסמכה לענין החוק ותקנות אלה תהיה מראש ובכתב, אולם רשאית רשות מוסמכת ליתן הסמכה בדיעבד, מטעמים מיוחדים שיירשמו, אם לא היה סיפק בנסיבות הענין ליתן הסמכה מראש.
