ספק של מים לצורכי בית הזכאי לכמויות מים מוקצות לצרכנים לחקלאות או לתעשיה, ייווספו כמויות מים שהקציב לו מנהל הרשות הממשלתית למטרות האמורות לכמות המים המוקצית שנקבעה לספק של מים לצורכי בית בהתאם לכללים אלה.
