4. הגשת המלצה
תיקון: תשע״ב
(א)המלצה תוגש לשר המשפטים; ההמלצה תהיה מנומקת, ויפורטו בה הנסיבות המיוחדות המצדיקות הענקת תעודת הוקרה.
(ב)שר המשפטים יעביר את ההמלצה שקיבל, בצירוף חוות דעת מטעמו וכן כל חומר רקע שעליו הוא ביסס את חוות הדעת כאמור, לנשיא המדינה.
