Section 6 of תקנות לעידוד טוהר המידות בשירות הציבור, התשנ״ד–1994, הענקת תעודת הוקרה ופרסום.
6. הענקת תעודת הוקרה ופרסום
(א)תעודת הוקרה תוענק בידי נשיא המדינה בטקס, במעמד שר המשפטים ומבקר המדינה.
(ב)הטקס יתקיים בלשכת נשיא המדינה או במקום אחר שקבע נשיא המדינה.
(ג)על מתן תעודת הוקרה תפרסם לשכת נשיא המדינה הודעה ברשומות וכן בעתון יומי אחד לפחות.
