5. תשובה
(א)המשיב יגיש לועדה, לא יאוחר מתום 15 ימים מיום שנמסר לו העתק הערר, תשובה מנומקת; יושב ראש הועדה רשאי להאריך את התקופה להגשת התשובה ב־15 ימים נוספים או פחות מכך, אם ראה סיבה המצדיקה זאת.
(ב)המשיב ימציא לעורר העתק של התשובה ושל כל מסמך שצורף לה, בסמוך ככל האפשר למועד הגשתה לועדה.
