2. עבודות טעונות היתר
תיקון: 1484
לא יעשה אדם אחד מאלה ולא יתחיל לעשותו בשטח תפוס, אלא לאחר שניתן לו היתר לכך מאת הממונה או מי שהוסמך לכך מטעמו:
(א)התוויתה של דרך, סלילתה וסגירתה;
(ב)הקמתו של בנין, הריסתו והקמתו שנית, כולו או מקצתו, הוספה לבניין קיים וכל תיקון בו, למעט שינוי פנימי בדירה;
(ג)כל עבודה אחרת בקרקע ובבניין וכל שימוש בהם.
