5. תנאי מקדמי להפחתה בהפרות מסוימות
היתה ההפרה שבשלה הוטל העיצום, הפרה לפי הוראות סעיף 16(1) עד (6) לחוק, לא יורה הרשם על הפחתת סכום העיצום הכספי לפי תקנות אלה, אלא לאחר שהמפר קיים את חובותיו לפי הוראות הסעיפים המנויים בפסקאות האמורות.
