5. פיקוח על ההכשרה
המועצה תפקח על הכשרתם של צוערים בכלי שיט, ובכלל זה רשאית היא לקבוע כי צוער עמד בדרישות תכנית ההכשרה, לקצר את תכנית ההכשרה או להאריכה.
