9. פטור
המנהל רשאי לפטור בעל כלי שיט מהוראות תקנה 2 אם נתקיים אחד מאלה:
(1)מסלול הפלגתו של כלי השיט ובכלל זה אורך המסלול והנמלים שבדרכו;
(2)העדר צוערים הטעונים הכשרה;
(3)נסיבות מיוחדות לפי שיקול דעתו, ובכלל זה בקשר למבנה האניה, סוג המטען המובל, בטיחות האניה ובטיחות הצוער.
