3. סמכויות האסיפה המכוננת
לאסיפה המכוננת יהיו כל הסמכויות שהעניק החוק למועצת־המדינה הזמנית, כל עוד לא החליטה האסיפה המכוננת החלטה אחרת בענין זה.
