המנהל רשאי להכיר בתכנית הכשרה לפי תקנות אלה אף בטרם מועד תחילתו של תיקון מס׳ 115 לחוק; על בקשה כאמור יחולו הוראות תקנה 3, בשינויים המחויבים.
