14. הודעת בעל זיכיון לרשות הרישוי
לא שילם חייב חובות חלוטים בשל חמש נסיעות לפחות בנתיב מהיר, לאחר שנשלחו לו בשלהם חשבונות, יודיע על כך בעל הזיכיון לרשות הרישוי 14 ימים לפחות לפני המועד למשלוח הודעה לפי תקנה 15(א); בהודעתו יצוינו שם החייב, מספר הזהות שלו, מענו כאמור בתקנה 15(ג), וכן מספר הרישוי של הרכב שאין לחדש את רישיונו עד לפירעון מלוא החובות האמורים.
