3. שיטת הבחירות
(א)הבחירות תהיינה כלליות, ישירות, שוות, חשאיות ויחסיות.
(ב)ההצבעה היא בעד רשימות מועמדים שפורסמו על ידי ועדת הבחירות המרכזית בהתאם לסעיף 25 לפקודה זו.
