10. דין קדימה
בחלוקת כספי הקרן יהיה לתשלומים הבאים דין קדימה לכל שאר התשלומים המוטלים עליה, לפי סדר עדיפות זה:
(1)תשלום הוצאות הניהול, בהתאם לתקנה 4;
(2)שיפוי אוצר המדינה בהתאם לתקנה 8(ב), ככל שיידרש.
