10. סייג לתחולה
תקנות אלה לא יחולו על הפקה מקומית קנויה שההסכמים ליצירתה והפקתה נכרתו קודם יום התחילה, ובכלל זה הסכמים בין התאגיד לבין המפיק ובין המפיק לבין היוצרים והמבצעים של ההפקה.
