2. תושב חוץ
לענין החוק בלבד, יראו כתושב חוץ –
(1)מי שהוא תושב שטחי האחריות האזרחית והפלסטינית, למעט אזרח ישראלי;
(2)מי שכניסתו לישראל וישיבתו בה פטורים מאשרה ורשיון לפי סעיף 17 לחוק הכניסה לישראל, התשי״ב–1952, או מכוח צו שהוצא על פיו;
(3)מדינות חוץ ונציגויות דיפלומטיות וקונסולריות של מדינות חוץ.
