מוסד ציבור פטור מאגרה בעד רישום שכירות במקרקעין או רישום משכנתה, אם שוכנע הממונה כי המקרקעין או ההלוואה שלהבטחתה נרשמת המשכנתה משמשים או מיועדים לשמש את המוסד במישרין.
