למדינה אינטרס חיוני בקשר לאל על, לאפשר שימוש אפקטיבי בנכסים חיוניים בשעת חירום או לצורכי ביטחון להבטחת המשך קיומן של פעילויות שהן חיוניות לביטחון המדינה.
