3. אישור מיוחד
כניסה למקרקעין לשם בניה, הצבה או קיום של גוב תת־קרקעי או מסגרת סעף שמידותיהם עולות על האמור בסעיף 2(א)(3) ו־(4) טעונה אישור מיוחד מאת השר.
