19. הודעה מוקדמת על הדיון בערר
ועדת ערר לא תדון בערר אלא אם ניתנה למחזיק או לבא כוחו וליועץ המשפטי לממשלה או לבא כוחו הודעה מוקדמת, תוך זמן סביר, על מועד ומקום הדיון.
