תיקון: תשע״ט־2
בעל רישיון שנקבע לו תעריף בתוספת השנייה יגיש לאישור מועצת הרשות הממשלתית, אחת לשלוש שנים, לא יאוחר מ־30 בספטמבר, תכנית פיתוח של התשתיות לשלוש השנים הבאות; תכנית פיתוח ראשונה לשנים 2018 עד 2020 תוגש עד יום ט״ו בניסן התשע״ח (31 במרס 2018).
