14. שינוי בתחזית הפקת קולחין
(א)מפעיל שמעריך, לפי מידע שברשותו, שכמות הקולחין שהוא מפיק צפויה להשתנות בשנה הבאה בשיעור העולה על שני אחוזים, יודיע על כך למנהל ולממונים עד 15 בנובמבר של כל שנה; בהודעה יפרט המפעיל את הסיבות לשינוי הצפוי בכמות הקולחין.
(ב)חל שינוי בהערכותיו של מפעיל במהלך השנה, יודיע על כך למנהל ולממונים בלא דיחוי ויפרט את הסיבות לשינוי בהערכה.
