תיקון: תשפ״ו
לא ייתן מנהל הרשות הממשלתית רישיון אזורי לחקלאות אלא למי שמאגד צרכנים ומשתמשים במים הצורכים 70% לפחות מכמות המים המסופקת למטרת חקלאות בתחום הפעילות, ובלבד שהיקף ההספקה הצפוי לא יפחת מ־10 מיליון מטרים מעוקבים בשנה.
