9. סמכות המנהל
המנהל לא יתפוס ולא ישמיד גז ולא ייתן הוראה כאמור בתקנה 8, אלא לאחר שנתן לבעל ההיתר או למשווק הגז, לפי הענין, הזדמנות להשמיע את טענותיו לפניו; ואולם אם ראה המנהל כי השהיית הוראה כאמור עלולה לסכן את בריאותו של הציבור, רשאי הוא לתתה לאלתר, ובלבד שייתן לבעל ההיתר או למשווק, לפי הענין, להשמיע את טענותיו בהזדמנות הראשונה שלאחר מכן.
