4. קביעת סדר היום
(א)סדר היום לישיבות המועצה ייקבע על ידי היושב ראש, ובלבד שיכלל בו כל ענין –
(1)שהמועצה החליטה להעמידו על סדר היום;
(2)שפורט בבקשה לכינוס המועצה לפי תקנה 3(2) בהתאם לסדר מסירת הבקשות ליושב ראש.
(ב)המועצה לא תדון בענין שלא נכלל בסדר היום.
