71. כותרות
(א)בעל רישיון לא ישדר תשדיר פרסומת זולת אם הכותרות הכלולות בתשדיר ברורות וקריאות ומשך הקרנתן הוא לזמן הדרוש לצופה ממוצע כדי לקראן.
(ב)יושב ראש המועצה רשאי ליתן לבעל הרישיון הוראות מיוחדות כדי להבטיח את מילוי הוראת סעיף קטן (א), לרבות הוראות בדבר גודל הכותרות ומשך זמן הופעתן.
